Evaluation
In this day and age of 3-5x attack multipliers everywhere, Belial's Leader Skill is hopelessly poor (and the added RCV from his Ultimate Evolution doesn't make much difference either). His counter Active Skill is situationally useful, though, especially on an HP-boosted team led by 
Wind Archdemon Astaroth. Note that you will only counter for as much HP as you lose, so you can't just waltz this guy into a Descended dungeon and hope for a kamikaze clear against bosses with millions of HP.
With the release of new Awoken Skills, Belial has also grown into a valued sub for explosive row-awakening teams led by 
Demolishing Creator, Shiva or 
Extant Red Dragon Caller, Sonia, due to his double 
s and 
s.
For New Players
Belial is decent as a Fire or Devil team sub, but completely useless as a leader, especially since most good Devil types only come from the Rare Egg Machine. Do not keep him for your starting roll.
